“i was born ready”

when someone says, “i was born ready” in response to a question, im not exactly sure what it means.  ill give you an example.

person 1) are you ready to go to the game?

person 2) i was born ready.

is person 2 trying to convey-

a: my entire life starting from birth leading up to this point i have been ready to go to this specific game.

or

b: when i was born, i was ready to leave my mothers womb.  this indicates every event chronologically in my life starting from birth i am also ready to do.
